PROBLEM TO BE SOLVED: To improve accuracy of estimating a pulse rate from pulse wave data including noise.SOLUTION: A sensor 11 generates pulse wave data 14 indicating a pulse wave of a living body. A storage part 12 stores state transition models 15-17 in which a plurality of states including a normal state and an abnormal state corresponding to noise, transition probability between the states, and output probability of a plurality of kinds of symbols are described, at least one of the transition probability and the output probability being different.
