An extract of Spirulina is provided to show moisturizing effect on skin dryness and have anti-inflammatory and anti-oxidative effects, thereby being used for a cosmetic composition with atopic dermatitis prophylactic and improving effects. A cosmetic composition for preventing atopic dermatitis comprises an extract of Spirulina, wherein 0.001-30.0 wt.% of the extract regarding the dried weight of the total composition is contained and the extract is obtained by putting finely crushed Spirulina and a solvent in an extraction reactor, heating it for 3-20 hours at a temperature of 40-100 deg.C or after extracting it at a temperature of 4-40 deg.C for 1-5 days, ripening the extract at a temperature of 4-15 deg.C for 3-7 days, and then concentrating the extract under reduced pressure at a temperature of 50-70 deg.C.
