PROBLEM TO BE SOLVED: To provide a composition that is capable of inhibiting cloudiness encountered in using an alkali earth metal hydroxide excellent in handleability.SOLUTION: Provided is a monohalogenoamine-producing composition comprising (A) a compound that releases hypohalous acid and/or hypohalous acidic ions when dissolved in water, (B) a compound having N+-H bond, and (C) an alkali earth metal hydroxide.
