PROBLEM TO BE SOLVED: To provide a phenyl group-containing organopolysiloxane composition, the entire of which exhibits a high refractive index, which is stably mixed with a cosmetic and is excellently handleable, and whose viscosity is easily adjustable, and to provide a cosmetic raw material made from the composition, and a cosmetic, particularly, a make-up cosmetic containing the cosmetic raw material.SOLUTION: In the phenyl group-containing organopolysiloxane composition, the refractive index of the entire composition is &ge1.50, the viscosity of the whole composition at 25°C is in a range of 200 to 500,000 mPa s.
