To enable estimation of a real-time emotion state of an input worker using an electronic pen.SOLUTION: An emotion estimation device comprises: an emotion estimation information storage unit in which for each of a plurality of emotion states of a person, pen state information on a state of an electronic pen held by the person at the time of each of the plurality of emotion states is stored correspondingly； estimation means that when receiving an emotion state estimation request including pen state information, refers to the emotion estimation information storage unit using the received pen state information to estimate an emotion state of a user of an electronic pen from which the emotion state estimation request is transmitted； and means for notifying a partner that transmits the emotion state estimation request of the emotion state estimated by the estimation means. A signal format of the emotion state estimation request including the pen state information has a part into which the estimated emotion state is to be inserted.
