PROBLEM TO BE SOLVED: To provide an environment-friendly lighting system and a phosphor which can be expected to further improve at least either one of plant growth inhibitory effect (photosynthesis inhibitory effect) and blooming disorder inhibitory effect, while emitting white light.SOLUTION: The invention is characterized by using Dy-containing phosphor which emits white light with a luminescence peak in the range of 470-490 nm and in the range of 570-590 nm using near ultraviolet ray with a luminescence peak in the range of 300-400 nm as an excitation light.
