PROBLEM TO BE SOLVED: To provide a topsoil greening method capable of surely removing a thorn structure without damaging a seed itself, and surely greening topsoil by a soil basic material in which seeds and a basic material are mixed.SOLUTION: The topsoil greening method includes a first treatment process (STEP 10) for hardening at least the thorn structure of the seed covered with a hull around which the thorn structure exists, and a second treatment process (STEP 20) for removing the thorn structure from the seed in a first condition obtained by the first treatment process.
