PROBLEM TO BE SOLVED: To provide a cosmetic preparation which is less apt to sag when used in make-up removal, well spreads on the skin when used, has a refreshing effect after use, and additionally produces a high cleansing effect.SOLUTION: The cosmetic preparation is a composition containing an alkyl ethylene oxide surface active agent (A) having an HLB of 8-13, 10-40 mass% oily ingredient (B), and water (C) and this composition is a discontinuous-micelle cubic liquid-crystal phase. It is suitable that the mass ratio [(A):(C)] of the component (A) to the component (C) in the cosmetic preparation is 20:80 to 70:30. The cosmetic preparation is suitable for use as a detergent composition. This detergent composition is suitable for use as a skin or hair cleansing preparation.
