To provide a composition for an oil-in-water type cosmetic which improves the tension and elasticity of skin, improves wrinkles and flabbiness of skin, has a good feeling of use without stickiness and suppresses creaming with time and to provide a sheet-type cosmetic which suppresses segregation with time in a state of being impregnated in a nonwoven fabric.SOLUTION: There is provided a composition for an oil-in-water type cosmetic which comprises the following components (A) to (D), wherein the content mass ratio {(B)+(C)}/(D) of the component (B) and the component (C) to the component (D) is 1/10 to 10.
