The present invention relates to a composition including a steamed and fermented Chinese matrimony vine extract having increased anti-inflammatory or antioxidant activity, and a manufacturing method thereof, and more specifically, to a composition including a steamed and fermented Chinese matrimony vine extract having increased anti-inflammatory or antioxidant activity by inoculating microorganisms into a steamed Chinese matrimony vine extract and fermenting the Chinese matrimony vine inoculated with microorganisms to increase the anti-inflammatory or antioxidant activity through a change of an indicator material, and a manufacturing method thereof. According to the present invention, in the case of an extract fermenting steamed Chinese matrimony vine, remarkable increase of betaine and rutin that are index material was confirmed, and enhancement of anti-inflammatory or antioxidant activity was also confirmed. Thus, the Chinese matrimony vine extract according to the present invention is expected to be widely used as a functional substance for the anti-inflammatory or antioxidant activity.
