PROBLEM TO BE SOLVED: To provide a wheelchair lifting and lowering device which allows a helper to perform moving work of a wheelchair easily by using the wheelchair lifting and lowering device.SOLUTION: A wheelchair lifting and lowering device 100 includes: a traction member 2 installed at a wheelchair 10 and a driving device 4 for taking-up/sending-out the traction member 2. As an initial movement, the movement of the wheelchair 10 to the vicinity of a ground contact position 82 of a slope 8 at the time of housing the wheelchair 10 inside a car 61 via the slope 8, and/or the movement of the wheelchair 10 to a boundary position 81 between the slope 8 and the car 61 at the time of lowering are performed. In the initial movement, control is executed for gradually increasing the output of the driving device 4 from the initial value along with time.
