PROBLEM TO BE SOLVED: To provide a method of preparing a stable cosmetic composition for keratin fiber, preferably for hair which has an outstanding cosmetic effect to keratin fiber, which is a coloring effect and a conditioning effect to keratin fiber, for example.SOLUTION: The present invention relates to a method of preparing a cosmetic composition for keratin fiber, preferably for hair, including: (1) a process of mixing (a) at least one kind of surfactant, (b) at least one kind of oil, (c) at least one kind of saturated aliphatic alcohol, (d) at least one kind of polyol, and water to prepare oil-in-surfactant (detergent) [O/D] emulsion (2) a process of adding water to the O/D type emulsion obtained by the process (1) to prepare oil-in-water [O/W] type emulsion and (3) a process of adding (e) at least one kind of a cosmetic active ingredient for keratin fiber to the O/W type emulsion obtained by the process (2).
