PROBLEM TO BE SOLVED: To provide a root-resistant sheet which has a sufficient filter effect and can enough exhibit a root-resistant effect, even when used for a long period, and to provide a method for producing the same. SOLUTION: This root-resistant sheet 1 is characterized by comprising root-resistant fibers prepared by making fibers to contain fine powder constituted by adsorbing a plant repellent, and having a water permeation rate of≤200 ml/cm2×20s, and the method for producing the same. The plant repellent is preferably polyglycol 2-(4-chloro-2-methylphenoxy)-propionate. The root-resistant fibers preferably comprise polyethylene, polypropylene, a nylon or a polyester.
