The manufacturing method comprises: a step (S1) of sorting fishery byproducts for each type； a step (S2) of washing the sorted fishery byproducts with seawater or salt water； a step (S3) of mixing effective microorganisms and molasses with the fishery byproducts washed in the step (S2)； a step (S4) of inserting the fishery byproducts mixed with the effective microorganisms and molasses into a grinder and grinding the mixture into a porridge form； a step (S5) of inserting the fishery byproducts ground into a porridge form with the effective microorganisms and molasses into a tank and fermenting the mixture at room temperature for at least six months； a step (S6) of supplying fermentation ingredients fermented by undergoing the step (S5) to a filter device (1) and filtering the fermentation ingredients to extract liquid； and a step (S7) of mixing liquid extracts acquired in the step (S6) at a set ratio.
