PROBLEM TO BE SOLVED: To obtain a formulation which is an oil-in-water emulsion composition with a small particle diameter and excellent efficacy, which is also excellent in feeling of use and temporal stability, and is free from viscosity (hardness) increase particularly at low temperature.SOLUTION: The oil-in-water emulsion composition with a mean particle diameter of 1 μm or less and containing the following (A), (B), (C), and (D) is provided.
