PROBLEM TO BE SOLVED: To provide a technique to simply observe an underwater monitoring object from above the water.SOLUTION: In an underwater monitoring device 100, a photographing unit 110 photographs, in water, a monitoring object. A depth adjustment unit 118 moves the underwater monitoring device 100 so as to keep relative depth between the underwater monitoring device 100 and the monitoring object.
