The present invention relates to an oil-in-water type cosmetic composition featuring that an inorganic pigment is dispersed in an oil phase part using a surfactant and, more specifically, to an oil-in-water type cosmetic composition having no sensation of particles by dispersing an inorganic pigment in an oil phase part, and reinforcing hiding power by minimizing a stiff feeling of use due to water evaporation and skin adhesion of powder when applying the product because of containing silicon elastomer, and to a preparing method thereof.본 발명은 무기안료를 계면활성제를 사용하여 유상부에 분산시킨 것을 특징으로 하는 수중유형 화장료 조성물에 관한 것으로, 보다 상세하게는 무기안료를 유상부에 분산시켜 입자감이 없고, 실리콘 엘라스토머를 함유하여 제품 도포 시 분체의 피부 밀착과 수분 증발에 의한 뻑뻑한 사용감을 최소화하여 은폐력을 강화시킨 수중유형 화장료 조성물 및 그 제조방법에 관한 것이다.
