The present invention relates to a device for fermenting and reducing food waste for constituting a resource circulation system. A second agitation tank mainly for drying is prepared separately from a first agitation tank. Only food waste that is in a paste state by being fermented and decomposed in the first agitation tank is selectively received so that the reducing effect and treatment speed are maximized by means of a technique of drying a small quantity rapidly through microwaves. Accordingly, without discharging waste, the overall amount of the food waste can be converted into energy and resources such as biogas, bio oil, solid fuel, and liquid fertilizer.
