The present invention relates to an enhanced formulation for delivering mesoglycan drug, which is adsorbed and connected to i) 100 parts by weight of mesoglycan； ii) 10-50 parts by weight of cholic acid； and iii) 10-100 parts by weight of hydrophilic surfactants and hydrophobic surfactants wherein the hydrophilic surfactant whose hydrophile-lipophile balance (HLB) value is not less than 12 is a non-ionic surfactant and the hydrophobic surfactant whose hydrophile-lipophile balance (HLB) value is not more than 8 is a non-ionic surfactant.본 발명은 ⅰ) 100 중량부의 메소글리칸, ⅱ) 10~50 중량부의 콜린산 및 ⅲ) 10~100 중량부의 친수성 및 소수성 계면활성제를 흡착 결합시킨 메소글리칸 약물 전달 제형에 있어서, 상기 친수성 계면활성제는 HLB 밸류가 12 이상인 비이온성 계면활성제이고, 상기 소수성 계면활성제는 HLB 밸류가 8 이하인 비이온성 계면활성제임을 특징으로 하는 메소글리칸 약물전달 제형에 관한 것이다.
