The present invention relates to an oil-in-water emulsion. The emulsion comprises a starch and a quaternary ammonium salt. The concentration of the quaternary ammonium salt is greater than about 0.5 percent by weight of the composition, the concentration of starch is greater than about 3 percent by weight of the composition, and the combined concentration of the quaternary ammonium salt plus the starch is greater than about 4 percent by weight of the composition.
