PROBLEM TO BE SOLVED: To provide a smoking liquid manufacturing device for manufacturing smoking liquid in a short time, and a smoking liquid manufacturing method.SOLUTION: A smoking material is heated in a pressure-reduced environment by a device equipped with a reduced pressure heating furnace for sealing and heating the smoking material 10 under a reduced pressure, a vacuum pump 12 for reducing the pressure in the reduced pressure heating furnace, a condenser 14 for condensing the smoke generated from the smoking material, and a container 15 for recovering the liquefied material acquired by condensing the smoke.
