PROBLEM TO BE SOLVED: To provide a system for water removal and drying of animal excrement which can obtain dry organic matter supplied to a boiler, having excellent ignitability and a water content of 20 wt.% or less allowing spontaneous combustion even at low temperature, and effectively utilize waste heat and hot water of the boiler. SOLUTION: In the system for water removal and drying of animal excrement comprising an animal excrement storage device 1, an animal excrement feeder 2, a rotary kiln dryer 3 equipped with agitating blades, a wood fine powder storage silo 4, a mixing feeder 5, a boiler type hot water generator 6, a hot water circulator 7, and a dry organic matter storage silo 8, wood fine powder with improved moisture adsorbing capacity obtained by a powder refining device 20 equipped with a beater and a powder generator for pulverization and animal excrement are mixed, agitated, and dried, the mixture is stored in the dry organic matter storage silo 8, and a main part of the mixture is supplied to the boiler type hot water generator 6 and the remainder is supplied to a bagging device 105 for using it as a composite biomass fuel.
