PROBLEM TO BE SOLVED: To provide a novel composition constituted of a semi-interpenetrating network of a water-soluble derivative of a crosslinked basic polysaccharide, and a non-crosslinking component being an anionic polysaccharide and to provide a method for producing such a composition.SOLUTION: The composition is composed of: a semi-interpenetrating network containing at least one crosslinked water-soluble derivative of a basic polysaccharide having a primary and/or a secondary amino group and a non-crosslinking component containing at least one anionic polysaccharide, wherein the anionic polysaccharide is present in the semi-interpenetrating polymer network. The anionic polysaccharide is preferably xanthone or a derivative thereof. The anionic polysaccharide is preferably hyaluronic acid.
