Provided are: an intermediate composition for easily and stably preparing, without having to use a cooling device having a significant impact on cost and the environment, an α-gel-containing O/W emulsion cosmetic exhibiting very little change in viscosity over time and excellent emulsion stability and a production method for said intermediate composition. This α-gel-intermediate composition is characterized by comprising: 20-80 mass% of a mixture (A) obtained by mixing, in a molar ratio in the range of 3:2 to 5:1, at least one higher alcohol having a carbon number of at least 16, and a non-ionic surface active agent having a HLB value of 7-17 and 20-80 mass% of a mixture (B) obtained by mixing, in a mass ratio in the range of 4:6 to 8:2, at least one water-soluble solvent having an IOB value of 1.5-3.5, and water.
