According to the present invention, the steam nozzle can be inserted into the soil at a predetermined depth since there is no settlement of wheels by the rails when the moving bar moves, and a relatively wide range of soil can be sterilized by steam as the center of gravity of the steam nozzles attached to the lifting bar included in the central portion of the moving bar maintains balance so that the steam nozzles are easily lifted up and down in a horizontal state.
