PROBLEM TO BE SOLVED: To provide a winch device which reliably stops its operation.SOLUTION: A monitor target is determined whether or not to be an operation switch at a step S1, and if it is the operation switch, a processing flow moves to a step S2. If the operation switch is released, a point of the contact of the operation switch is released and power supply to a point of contact on the cathode side is turned off, and a switch monitor monitors a potential difference between points of contact and the state is determined at a step S3. If a signal is normal, the processing flow moves to a step S4 and operation permission is provided.
