PROBLEM TO BE SOLVED: To provide a cutting condition-determining technique for stopping a cutting operation before a cutting tool completely penetrates an object.SOLUTION: A detection part 2 detects the current value applied to a rotary electric motor 11 and the operation cycle information of a cutting tool. Learning data includes the current value of the rotary electric motor 11 and the operation cycle information, or information about the correspondent relation of a coefficient calculated from the current value and the operation cycle information with the condition of the cutting tool.
