PURPOSE: A cosmetic composition for UV protection containing a water-in-oil type thickener is provided to enhance texture without influence to formulation stability using a large amount of silicone emollients. CONSTITUTION: A cosmetic composition of oil-in-water type for UV protection contains: 1-10 wt% of a water-in-oil type thickener； and 1-10 wt% of a silicone emollient. A method for manufacturing cosmetic composition comprises: a step (a) of uniformly dispersing purified water, 1-3 wt% of glycerin, and 1-4 wt% of 1,3-butylene glycol in an aqueous phase； a step (b) of uniformly mixing the water-in-oil type thickener and silicone emollient； a step (c) of uniformly mixing a co-emulsifier and a UV protection agent； a step (d) of uniformly dispersing the water-in-oil type thickener of step (b) and the silicone emollient in the aqueous phase of step (a) using a homomixer； and a step of adding the co-emulsifier and the UV protection agent of step (c) and an antiseptic using the homomixture, and forming an emulsion.
