The present invention relates to an oil-in-water type emulsion and a cosmetic composition comprising the same, and more particularly, to an oil-in-water type emulsion in which an oil phase portion containing C12 to C22 fatty acid, oil, and an emulsifier is contained in an aqueous phase portion containing a thickener, a neutralizing agent, and water, wherein a starch-based thickener is used as the thickener. The oil-in-water type emulsion according to the present invention has excellent stability in spite of being an emulsifying composition through fatty acid neutralization, and is superior in terms of feeling on use, skin irritation, and skin stability, thus allowing the manufacture and use of cosmetic products in various formulations.본 발명은 수중유형 에멀젼 및 이를 포함하는 화장료 조성물에 관한 것으로, 보다 상세하게는 점증제, 중화제 및 물을 포함하는 수상부 내에 C12 내지 C22의 지방산, 오일 및 유화제를 포함하는 유상부가 분산된 수중유형 에멀젼에 있어서, 상기 점증제로 전분계 점증제를 포함하는 수중유형 에멀젼 및 이를 포함하는 화장료 조성물에 관한 것이다.본 발명에 따른 수중유형 에멀젼은 지방산 중화를 통한 유화 조성물임에도 불구하고 뛰어난 안정성을 가질 뿐 아니라 사용감, 피부 자극성, 피부 안정성 측면에서 우수하여 다양한 제형의 화장품의 제조 및 사용을 가능케 한다.
