A water-in-silicone emulsion type make-up cosmetic composition comprises: 10-60 wt.% of an oil phased ingredient including silica dimethyl silylate and silicone-based oil； 1-25 wt.% of a pigment ingredient； and 15-89 wt.% of an aqueous phase ingredient, wherein the pigment is at least one selected from the group consisting of TiO2, talc, mica, iron oxide, kaolin, ultramarine, chromium oxide, zinc oxide, silica and an organic pigment.
