A water-releasing cosmetic composition in the form of an emulsion and a method of making such a cosmetic composition are provided. Cosmetic compositions include an aqueous phase and an oil phase. The aqueous phase comprises a wetting agent concentration of from about 10% to about 50% by weight, based on the weight of the composition. The oily phase comprises dimethicone in a concentration from about 1% to about 25% by weight based on the weight of the composition. The oily phase comprises an emulsion crosslinked siloxane elastomer at a concentration of from about 0.5% to about 7% by weight, based on the weight of the composition. The aspect ratio of the aqueous phase to the oil phase of the cosmetic composition is from about 3.0 to about 12.0.
