The problem to be solved by the present invention is to provide an oil-in-water-type emulsion composition having an excellent sensation, particularly an excellent fresh sensation, upon use. An oil-in-water-type emulsion composition including oily phases and an aqueous phase having the oily phases dispersed therein, said emulsion composition being characterized in that a dispersant for dispersing the oily phases in the aqueous phase comprises: a core-corona-type microgel composed of hydrophobic gel microparticles and hydrophilic groups provided on parts of the surfaces of the hydrophobic gel microparticles； and an aqueous phase containing an agar microgel having an average particle diameter of 10 to 100 μm.
