The device consists of a conical grinding hopper (2) provided with inclined ripping blocks (3), a rotating knife head (4) with ripping (6) and corner (5) knives, and a grinding unit located below the hopper (2). The inner surface of these rings, which are rotatable relative to one another, incorporates equally paced shear grooves, while the shearing head is provided with shear knives (34) distributed over its circumference.
