PROBLEM TO BE SOLVED: To obtain a technique which has a water-in-oil type emulsion form and enhances the transdermal absorption of a water-soluble active ingredient.SOLUTION: This external preparation for skins in a water-in-oil type emulsion form is characterized by comprising (1) an organic-modified clay mineral and (2) a hydroxylated phospholipid. It is preferable to contain a hydroxylated lecithin in a small sphere form in an aqueous phase. The small sphere is preferably liposome or vesicle. It is preferable that the liposome contains a water-soluble active ingredient in an inner aqueous phase.
