The present invention relates to a polydeoxyribonucleotide (PDRN)-polymer complex derived from salmon, a method of manufacturing a functional cosmetic composition for improving skin condition, containing PDRN core shell nanocapsules including salmon oil and enzymatic hydrolysates of salmon cartilage obtained by treating hydrolase on salmon cartilage extract, and a cosmetic composition manufactured thereby.
