According to the present invention, the electric heaters of an electric boiler that entail a low cost upon a small amount of use at no extra charge are used only for a short period of time in a normal mode due to increased oil costs, and an oil or gas boiler free of extra charge can be used when the electric heaters run down or break down during use or there is a risk of extra charge since electricity is consumed in an amount exceeding a contracted level, thereby obtaining the same effects as when two boilers are operated, at a low cost without any additional stream generator.
