The present invention provides an intermediate composition and method for producing the same. The intermediate composition is used for simply and stably producing an α gel -containing O/W emulsion cosmetics having a very small time-depending viscosity change and excellent emulsion stability, without the necessity to use a cooling apparatus which is high-cost and eco-unfriendly. The intermediate composition is characterized by containing: (A) 20 to 80 mass% of a mixture obtained by mixing one or more kinds of high alcohols having a carbon number of 16 or more and nonionic surfactant having a HLB value of 7 to 17 in a molar ratio of 3: 2 to 5: 1, and (B) 20 to 80 mass% of a mixture obtained by mixing one or more kinds of aqueous solvent having a IOB value of 1.5 to 3.5 and water in a mass ration of 4: 6 to 8: 2, which is liquid having a two-continuous micro-emulsion phase or a two-continuous micro-emulsion phase dispersed with lamellae liquid crystal phase, at 50 to 80℃, and which is a solid at room temperature.本發明提供一種中間體組成物及製作該組成物之製造方法,該中間體組成物係不使用對成本與環境負荷大的冷卻裝置,而可簡易且穩定的用於製作黏度隨時間的變化非常小、乳化穩定性優異之含有α膠之O/W乳化化妝料者。該中間體組成物的特徵在於包含:(A)將1種或2種以上之碳數16以上的高級醇與HLB值為7至17的非離子性界面活性劑以3:2至5:1的莫耳比混合而成之混合物20至80質量%,及(B)將1種或2種以上之IOB值為1.5至3.5的水溶性溶劑與水以4:6至8:2的質量比混合而成之混合物20至80質量%,在50至80℃中,係為包含兩連續微乳液相或分散有層狀液晶的兩連續微乳液相之液體,在室溫中是固體。
