PROBLEM TO BE SOLVED: To provide an oil-in-water type emulsion base mainly composed of the saponified composition of natural animals and plants, which has excellent stability with the lapse of time and excellent emulsifying force and to provide a cosmetic comprising the oil-in-water type emulsion base, concretely, to provide the oil-in-water type emulsion base which is composed of a composition obtained by saponifying natural animal and plant oils, oleic acid and specific glycerin fatty acid ester or specific higher alcohol, and in which the higher alcohol and glycerin fatty acid ester are combined in a specific range, and which has excellent stability with the lapse of time and has excellent emulsifying force, and in which the oxidization inhibition of constituting components and the inhibiting effect of odor are excellent and to provide a cosmetic comprising the oil-in-water type emulsion base, and particularly, to provide an oil-in-water type emulsion base mainly composed of the saponified composition of natural animal and plant oils, in which the oxidization of constituting components is suppressed, and which has excellent stability with the lapse of time in such a manner that the generation of odor, coloring and a change in appearance do not occur, and to provide a hair cosmetic such as a washing agent and a hair dye and an acidulous cosmetic having an excellent barrier function using the emulsion base.SOLUTION: The composition is obtained by saponifying natural animal and plant oils.
