PROBLEM TO BE SOLVED: To provide a fluorescence detecting device capable of detecting fluorescence with high sensitivity at a low cost by using a simple optical system. SOLUTION: In a fluorescence detecting device, exciting light L0from a light source 32 enters a minute opening metallic thin film 12 through a substrate 11, the metallic thin film 12 being formed on a surface different from an entrance surface of the exiting light L0of the substrate 11 and having minute openings 12a having a diameter equal to or smaller than a wavelength of the exciting light L0, to generate near-field light in the minute openings 12a, and the near-field light and surface plasmon induced by the near-field light in the minute opening metallic thin film 12 cause fluorescent labels contained in a sample solution S supplied in contact with the metallic thin film 12 to emit light, and fluorescent light Lffrom the fluorescent labels F is detected by a detector 30. At this time, fluorescent particles F are used as the fluorescent labels, in which a plurality of fluorescence dyes 15 are enclosed in a light-transmissive dielectric material 16 transmitting the exciting light L0and the fluorescent light Lf.
