PROBLEM TO BE SOLVED: To provide a soil grain stabilized soil, which is less likely to be subject to overgrowth of weed and erosion by rain water and flowing water, on pavement of natural soil having water retention and penetration function.SOLUTION: In a soil grain stabilized soil, soil grain structure is stabilized by mixing short fibers in a soil for pavement construction. The short fiber is a fibrous material produced by forcibly fermenting a cortical layer of a tree selected from hiba cedar, sawara cypress, Japanese cedar and Japanese cypress and then crushing.
