PROBLEM TO BE SOLVED: To provide a method for lightening or dyeing human keratin fibers, carried out in the presence of an oxidizing agent, and also to provide a device including a plurality of compartments for performing the method.SOLUTION: The method for lightening or dyeing keratin fibers in the presence of an oxidizing agent includes a process of applying, to the keratin fibers, (a) an anhydrous cosmetic composition (A) containing one or more fatty substances and one or more surfactants, (b) a cosmetic composition (B) containing one or more organic amines with a pKb of less than 12 and one or more mineral bases, and (c) a composition (C) containing one or more oxidizing agents； when the keratin fibers are dyed, the composition (B) further contains one or more oxidizing dyes and/or one or more direct dyes.
