Process of modifying materials made of fibers integrated with a polymer which contains anhydroglucose units, comprises partial oxidation of the polymer constituting the fibers by contacting with an oxidant mixture comprising a hypohalite, halite, and oxoammonium salt or its precursor, for producing fiber-based material integrated with partially oxidized polymer.
