PROBLEM TO BE SOLVED: To provide an estrus management system for cows at an inexpensive cost and capable of grasping whether or not the cow is in estrus without requiring time and with a simple operation. SOLUTION: The estrus management system 1 includes: a pedometer 10 mounted at a leg 90a of a cow 90, and measuring the number of steps of the cow 90 in time series, and automatically transmitting a measurement signal of the measured cow 90 by a radio system; and a reception display device 30 installed near the cow 90 in a cowshed 3 or the like, receiving the measurement signal of a number of steps transmitted from the pedometer 10, displaying the number of steps of the cow 90 in time series from the received measurement signal, and determining and displaying a start time of the estrus of the cow 90.
