Disclosed are a cosmetic composition for external use of the skin having increased anti-oxidation effect, and an effect of controlling activity and inhibiting expression of a substrate metal protease compared with an existing simple extract of the leaf of Panax ginseng or an extract of the leaf of Panax ginseng which is an existing packed product by containing 0.001-10.0 wt% of an extract of the leaf of the Panax ginseng packed by a forage method and a vinegar boiling method, and a manufacturing method thereof. The cosmetic composition inhibits activity of a tyrosinase to improve dark skin color or preventing pigmentation of the skin.사초법 또는 초자법으로 포제한 인삼잎 추출물 0.001 ~ 10.0 중량%를 함유함으로써, 종래의 단순 인삼잎 추출물 또는 기존 포제품인 인삼잎탄 추출물보다 항산화효과, 기질 금속단백질 분해효소의 활성억제와 발현 저해 효과가 더 증가된 피부외용제 화장료 조성물 및 그 제조방법을 개시한다. 본 화장료 조성물은 티로시나제의 활성을 억제하여 칙칙한 피부색을 개선하거나 피부의 색소침착을 방지하는 효과가 더욱 증가된다.
