Accommodating chambers(100) are arranged to be horizontally separated at a constant interval. A transplanting space(110) in which seagrass is accommodated has an opened upper side. The connection part(200) is formed to have a predetermined thickness on one side of accommodation chambers so as to connect multiple accommodation chambers into one body. The accommodation chambers and the connection part are molded by mixing starch and slow-release fertilizer at a weight ratio of 0.8:0.1-1.2:0.3. Multiple horizontal holes which are separated and arranged at a fixed interval are respectively penetrated and formed on the horizontal plane of the connection part.
