The present invention relates to high class fermented fish meal with enhanced nutrients and a manufacturing method of the fish meal, more specifically the high class fermented fish meal and the manufacturing method of the same in which the nutrients are enhanced by using a fermentation medium containing a mixed fermentation material of distillers dried grains and red ginseng cake and a mixed fermentation material of soy bean cake and shrimp byproducts for fermenting fish paste byproducts, the conversion of the nutrients is minimized by processing at low temperatures, and storage and preserving properties are enhanced by processing with microorganism fermentation materials.
