The present invention provides a sanitizing composition including (a) a sanitizing effective amount of an agent selected from the group consisting of hypochlorous acid, sodium hypochlorite, calcium hypochlorite and combinations thereof (b) an oil phase and (c) an aqueous phase, in a carrier wherein the composition is substantially free of a drying alcohol.
