PROBLEM TO BE SOLVED: To solve the problems that nuclear power generation construction as a total system regarding security as a top priority is not performed, that progress is not made as a process plan because of worrying about correspondence to hydrogen explosion and radiation contamination due to no experience although processing of shut down cooling and reactor decommissioning is quickly required in the case that a nuclear power building and its equipment are damaged by a great earthquake on a scale exceeding an assumption made when the nuclear power plant is constructed and a large tidal wave caused by the great earthquake to cause damages of the hydrogen explosion and the radiation contamination, and that countermeasures, equipment studies and preparations are neglected once an earthquake disaster occurs because priority is given to cost reduction in nuclear power plant construction so that assumptions for earthquake magnitude and the height of a tidal wave are liable to be made lower, which makes the architectural strength of the building and the height of a tide embankment insufficient. SOLUTION: In a disposal method and process, an embankment is constructed so as to surround the outer circumference of the site. The nuclear power plant damaged by the earthquake and the tidal wave inside the embankment is covered with sea water or the like to submerge the whole building equipment, performing shut down cooling completely for decommissioning.
