The manufacturing method of ocean fishing bait according to the present invention comprises a first mixing step of mixing 15-30 parts by weight of white bread crumbs having a moisture content of 5-10% and a particle size of 1-5 mm, and 15-30 parts by weight of brown bread crumbs having a moisture content of 1-5%, which is lower than moisture content of the white bread crumbs, and a particle size of 1-5 mm, in a blender for 1-3 minutes； a second mixing step of adding 20-40 parts by weight of rice powder and 10-15 parts by weight of pulverized laver powder, and mixing in a blender for 30 seconds to one minute after completing the first mixing step； a third mixing step of adding 10-15 parts by weight of pulverized anchovy powder in a blender for 30 seconds to one minute after completing the second mixing step； and a fourth mixing step of adding 1-3 parts of weight of synthetic flavoring substances and 1-3 parts by weight of chlorophyll and mixing for 30 seconds to one minute after completing the third mixing step.
