The device is assembled of a stick-shaped handle (47), one stationary cutting blade (42) joined to an L-shaped element (41), one movable cutting blade (43) positioned above the stationary blade (42) and secured with a spring supported rivet, and a frame (44) swivel mounted with its upper end to the lower end of the stick (47) and fitted with a small wheel (442) at its lower end. When the stick (47) is pushed down, the wheel (442) moves backwards, pulling at a horizontally positioned spring (46) and causing the upper blade (43) to perform a cutting action.
